You sure you type his name correctly? Also make sure you both are on the same server. Have your friend tried to invite you instead?

Well, i don't know why this is happening to you i have been able toplay with a friend of mine for years ... now .. if your friend is playing on PS3/4 and you're on PC you won't be able to play since there is no crossplatform for this game :( ... also check every letter this game i think it is case sensitive so make sure you have your caps the same way he wrote it ... other than that i can suggest you agree to meet in one specific place (like the Watchtower or a specific prescint/club and there you can select him and add him or inv to party and you can also check for nearby and then add it that way.. hope i help.

Frost is right, there are two servers: EUPC and USPC. They are entirely seperate and don't even share a name lock, which means there can be two chars with the same name on each of them.
It is impossible to play together while the friend is on a different server.

man .. i'm sorry i forgot about the EU/US servers ... he's right .. if you are on US servers and your friend is on EU servers you can't play together .. :S

ok guys so he mite be on the us server instead of eu for some reason so we will try everything u said. This is extremly appreciated

and bye the way when i click on my friends steam account it says that it has not been setup yet would that have anything to do with it?

wait my friend can play on the EU server but can't play on the US server and it is the opisite to me it just says world down

You or your friend need to create another character on other server. If character from your previous server shows at the character select menu even on the new server - just delete game's folder in Documents\My Games

to swtich from US to EU or viceversa you need to do the following:

1 - Lauch the game (open the game launcher)
2 - Locate the "Advance Tools" (green button to the left of the download / check bar)
3 - Go to "Select Game Version" (on the left menu of the advanced tools)
4 - Select "EUServers or US Servers" from the drop down menu (depending on the one you want to play in or the one that your friend is in)
5 - Hit "Apply"

The game will then download some additional files and when it's ready to play it shold let you enter the selected server.

NOTE: if you switch servers you need to create a new character since you wont be able to play with the same character on different servers. (as Frost already stated)
